북한과 ODA

북한은 세계 최빈곤국가이면서도 핵, 인권 등의 정치적인 문제로 국제사회로부터 ODA(공적개발원조)를 제대로 받고 있지 못하다. 그럼에도 북한은 단순한 지원이 아닌 국가사회 개발을 할 수 있는 개발원조를 원하고 있다. 한국의 경우에도 쌀, 비료 등의 대북지원에 많은 비용을 들이고 있지만 공식적인 ODA 통계에 포함되지 않고 있다.

더욱이 한국은 UN사무총장을 배출한 국가로서 국가의 경제적 위상(세계 13위)에 걸맞지 않는 적은 ODA 규모로 인해 국제사회의 눈총을 받고 있는 형편이다. 북한이 극심한 식량위기 등의 국가위기에서 벗어나려면 국제사회의 협력이 필수이며 핵폐기 협조 등으로 지원 분위기가 형성되어가는 이 때 개발을 목표로 하는 ODA 지원 방식의 정책은 중요한 관건으로 작용할 수 있다.

특히 한국의 대북정책에 있어 단순한 물자 지원보다는 다양한 분야의 다양한 전문가들이 참여하는 ODA 방식의 지원은 국제사회에 대한 책임은 물론 향후 통일에 대한 대비책으로서도 중요한 역할을 할 것으로 본다.

북한은 ODA 지원을 통해서 빈곤퇴치, 보건의료, 교육, 환경, 경제개발 등을 위한 인프라 형성 지원을 필요로 한다. 한국은 한국국제협력단(KOICA)이 만들어진 이후 개발도상국에 한국의 경제발전경험을 전수해오고 있고 보건의료, 교육훈련, 농촌개발, 행정제도 등의 여러 분야에서 전문가 파견, 연수생초청, 프로젝트 사업 등을 통해 수원국들의 경제, 사회개발 및 관련분야 인력육성에 많은 기여를 해오고 있다.

한국의 대북지원정책이 그간의 ODA 경험을 적용한 ODA 방식 지원으로 정책 전환할 경우 빈곤과 질병 문제 등 BHN(Basic Human Needs)를 해결할 수 있음은 물론 경제발전을 위한 인프라 구축이 가능하다. 한국은 북한에 대한 ODA 지원 방식을 통해 한반도에서 평화정착의 기반을 마련할 수 있을 뿐 아니라 이는 국제사회 안정에도 기여하게 될 것이다. 따라서 한국의 대북지원정책의 ODA 방식 지원으로의 전환이 절실히 요구된다.

North Korea and ODA

   North Korea is surely one of the poorest countries in the world as well as one of the poorest beneficiaries of official development assistance(ODA). Reasons for this phenomenon seem to be political ones including nuclear problems and human rights issues. In spite of it, North Korea wants development assistance for the overall development of the country rather than simple material assistance.

   In the case of the Republic of Korea, the Korean government disburses a large amount of money for the assistance for North Korea such as the provision of rice and fertilizers, but these are not included in the ODA statistics. South Korea, which is the home country of the Secretary General of the United Nations, is presently suffering from the poor evaluation for its ODA performance in the world community.

   In order to escape from the national crisis including food crisis, North Korea desperately needs cooperation from the international community. At this juncture of cooperative mood in the international society such as destruction of nuclear facilities, ODA could be one of the key factors for the solution of North Korean development.

   From the South Korean point of view, ODA-typed cooperation which includes a variety of expertise of a variety of sectors could fulfill the international responsibility as well as a preparation of the unification of the peninsula.

   On the part of North Korea, it needs assistance for the formation of infrastructure including the fields of poverty reduction, health, environment, and economic development.

   South Korea has accumulated a large amount of experience in ODA. Therefore, if South Korean experience in ODA is fully utilized for the development of North Korea, it will greatly contribute to the development of North Korea and the promotion of peace and stability of Korean peninsula as well.
